Partner / Director of Audit & Discovery. Manage firm's data-driven practice in discovery of tax underpayments to public-entity clients. Duties include:  designing and implementing process improvements in the governance of state and local tax administration; managing a team of nine employees; spearheading marketing and provision of these services;  creation of wholly-owned subsidiary to offer right-sized a-la-carte services to smaller clients.

Attorney and consultant n private practice. Closed  practice  in 2007 to accept appointment by Texas Comptroller to Special Counsel position.  Reopened in 2016-2017, during which period practice providing governance and training services to Cooperative directors and attorneys.

Verus Financial, LLC, Waterbury, Conn. 2/2014 – 8/2016

Director of Tax Analytics. Developed and marketed a tax analytics practice offering service to improve state tax administration and governance nationwide. Managed the efforts of inside technical, research and legal staff as well as paid lobbyists.

Pedernales Electric Cooperative, Inc., Johnson City, Texas. 8/2008 – 2/2014

Held various inside counsel positions, culminating with serving as Vice President for Legal Services. Hired during a period of intense media, legislative, judicial and Congressional scrutiny of the company’s practices and management. Designed, implemented and managed first-of-their kind governance and ethics reforms at the nation’s largest member-owned electric cooperative, a company with annual revenues exceeding a half-billion dollars.   Consulted and taught regarding Cooperative governance to groups and in forums including statewide associations (directors' and attorneys' groups), NRECA Annual and Regional meetings, Electric Cooperative Bar Association, the National Society of Accountants for Cooperatives (NSAC) , National Telecommunications Cooperative Association (NTCA). Applied a philosophy of member engagement and enfranchisement to subject matter including: director nominations and elections; director compensation; patronage capital practices; whistleblower, conflict-of-interest and delegation of authority policies; IRS form 990 compliance.  Managed a staff of attorneys and legal professionals; oversaw outside counsel engagements on a wide range of legal and regulatory matters.

Texas State Comptroller, Austin. 1/2007 – 8/2008

Special Counsel and Director of Criminal Investigations. Advised Comptroller on legal, policy and tax and law-enforcement issues. Developed and led passage and implementation of sales tax legislation, a first of its kind nationally, credited with identification of more than $500 million additional sales tax revenue owed to state from 2008 to 2013. Served as Director of the Comptroller Criminal Investigations Division, a department with 25 staffers, including 21 sworn officers, charged with investigating tax-related offenses.
